Check the China Embassy.Tourism website for info,
There should be info as to from where visitors to China can come, visas, other important info.
If you happen to be in the US or most other major countries you can contact the Chinese Embassy direct for info. Embassies are generally located in the capital city of said country, as Wash DC if you're in the US, London if in the UK, etc.

Did you inquire re opening a business in China?
What are the requirements to do so?
May be that your friends have to wait to get to China and meet with someone there for details. Possible if additional time required past Visa expiry they can extend.
As few here have this subject on their mind, unlikely to find lots of details except from the Chinese and who knows how much money has to exchange hands (under the table, bribary, of whatever they refer to it) to get anything done over there.
Sure lots of well known names can be found in China, but these companies have teams of attories to handle for them.
