Handicap Placard

Are these used in South Africa? Specifically in Cape Town? My husband has a broken ankle and will need to use a walking boot and cane when we are there next month.

Will the one we have from home in US be sufficient or do we need to get one in Cape Town? Are there Handicap parking places in parking lots or street parking? Anything we should know about either the placards or accessible parking in Cape Town.
