find carrot seeds in The Gambia?

This may seem an odd question, but Fodorites are so diverse maybe someone will have an idea.

A friend is in the Peace Corps in The Gambia. A recent letter expressed homesickness for vegetables from home, like carrots and green peppers.

I found a web page that says visitors cannot bring in seeds through customs, so I expect popping a little packet in a letter would be a no, no.

Could veggie seeds be found there through some kind of official import source??
