Tanzania is an amazing African Safari destination and in February it's the time where the great Migration give birth to their young ones in Ndutu side of Ngorongoro Conservation Area, and with a lot of predators around the Area. Apart from Ndutu, other interesting place to Visit are Tarangire, Lake Manyara,Serengeti and Ngorongoro Crater. If you are planning for African Safari in February consider Tanzania.
For Safari Outfitter in Tanzania I highly recommend Happy World Safaris (www.happyworldsafaris.com)I used them and it was a lifetime experience.

I've been to both Tanzania and Kenya in February. We were in Tanzania for the migration and calving season, with the "peak" sightings of thousands upon thousands of wildebeest (not an exaggeration in the least) with several spottings of newly born wildebeest every morning around the Ndutu area of the Serengeti. My very lengthy trip report for that is in the Africa forum here.
I just went to Kenya, focusing on the Ol Pejeta Conservancy for their rhinos and the Ol Kinyei and Olare Motorogi Conservancies near the Masaai Mara National Park for their big cats. This was definitely a different experience than Tanzania, in terms of geography and sightings, but I can say I stopped counting individual lions when it reached 75 in a few days. And absolutely incredible leopard and cheetah sightings right near camp. If I were to go again (and I may), I'd go back to the Mara region of Kenya, but I am a big cat aficionado!
Weather is great that time of year, warm and dry for the most part. I don't remember any rain at all in Tanzania, and only rain up near Mt. Kenya at Ol Pejeta in Kenya.
