One of quotes in the article -
"Rick Seaney, chief executive of FareCompare.com, studied three years worth of airline prices and concluded that 3 p.m. Eastern time Tuesday was the best time to buy. "That's when the maximum number of cheapest seats are in the marketplace," he said."

and another-
"The day you depart can more heavily influence the fare than the day you buy. If your plans are flexible, travel on a Tuesday, Wednesday or Saturday and you typically find prices far below Monday, Friday or Sunday flights. "

As for my experience about the above, I've not found the purchase day and time difference. But I do/have seen the flight depart day difference.

My most recent airline buy was for coming in Feb, ticket for LAX (USA) to/from JRO (Tanzania). When I first looked (kayak.com) in Nov (2010) the Delta/KLM fight was $1,700. First of Dec it was $1,800. Couple weeks later at $1,900 and now at $2,200.
