Best way is to take a taxi. Should cost no more than $35 to Tel Aviv. You certainly do not need, or want, a car in Tel Aviv.
I'm curious - are you spending your entire time (2 weeks) in Tel Aviv?

Depending on when your flight gets in (and where in Tel Aviv you are headed) you can take the train. There is a train station in the airport and it is a short ride to Tel Aviv.

Otherwise, definitely follow JerryS' advice - take a cab. The last thing you want or need in Tel Aviv is a car.

Well... if you're planning on travelling around and you have parking facilities in your hotel and you don't mind paying for them (and, and, and....) you can certainly rent a car. Try Eldan (the local Israeli company) or Europcar, Sixt, Avis or Hertz.
But you should take into consideration that parking in Tel Aviv is horrendous, bordering on impossible and that if you plan on staying inside Tel Aviv you really do not need a car. Tel Aviv is a great walking city, and if you need a cab every so often its not a big deal.
I would recommend taxi to Tel Aviv, a few days in Tel Aviv and then renting a car when you need to leave the city. BTW, Jerusalem is also best without a car.

I think that JerryS gave you the best advice. It is the easiest and fastest way.
